The office of the City Manager, is responsible for the day-to-day operations of the City, all department activities and functions, its 75 employees and a multi-million dollar budget. Directly accountable to the Mayor and the City Council, this office resides as an ex-officio member of all boards and committees. The department of Economic Development and Community Relations functions under the auspices of the office of the City Manager.

David Miller was hired by the City of Forest Hill in the summer of 2006. Miller began his public service career in 1986 and previously held the positions of City Manager, Police Chief and Police Officer in several other Metroplex cities. He holds a degree in business administration from Colorado Tech.
Miller sits on the Professional Development Board for the Texas City Managers Association, is an Executive Committee Member of the Tarrant Regional Transit Coalition and holds a Board of Directors position with the South Tarrant County Chamber of Commerce. He is also a member of the International City Managers Association and the North Texas City Managers Association. Miller is a
certified Police Officer and Firefighter.
