The City Secretary and the Office of the City Secretary serves a multiplicity of responsibilities. The City Secretary attends City Council meetings and maintains a record of accurate minutes of the proceedings. The office serves as the official keeper of City records inclusive of ordinances, resolutions, contracts, easements and deeds. The office is charged with maintaining records by and for the City in accordance with requirements established by law. In addition, the office staff coordinates municipal elections, monitoring the terms and attendance of all Boards and Commissions of the City, and overseeing the publications and postings of legal notices. The City Secretary also acts as the Records Management Officer of the City.

Debbie Maness joined the City Hall staff in April, 2007 as Finance Director and in August, 2008 moved into the position of City Secretary. Previously, she worked in Springtown, Haslet and Watauga.
Mrs. Maness earned her Bachelor of Science degree in Accounting from Dallas Baptist University. She is member of the Texas Municipal Clerk’s Association, the Government Finance Officer’s Association as well as the Government Finance Officer’s Association of Texas. Currently, she is working towards her City Secretary certification. “Forest Hill is a growing and changing city. As City Secretary, I hope to be an instrumental part of all the good that comes with progress,” says Maness.
Debbie is married with a son and two grown daughters.
