Our Committees, Commissions and Boards are comprised of citizens like you who volunteer their time and energy to set the direction of our City’s future.
We encourage our residents to become active in local government. However, all members must be residents of the City of Forest Hill and citizens may only serve on one board or commission at one time. There are different requirements for each seat, and we hope that, if you join one of these groups, you can work with your fellow City of Forest Hill neighbors to find new ways to make life better for everyone who lives here.

The Planning & Zoning Commission is a seven member citizen panel, appointed by the City Council. Members may be reappointed upon expiration of their terms. The Commission may make recommendations to the City Manager or City Council on all matters affecting the physical development of the city, may be consulted on the comprehensive plan and implementation thereof, and shall exercise all other responsibilities as may be provided by law, including but not limited to the duties of a Zoning Commission pursuant to VTCA, Local Government Code 211.007 and the duties of a Planning Commission as contemplated by VTCA, Local Government Code 212.0908. All plats shall be approved by the City Council in addition to the Commission.
The P&Z Commission holds regular meetings on the first Monday of each month at City Hall. Special meetings may be called.

The Board of Adjustment is a five member citizen panel, appointed by the City Council. Members may be reappointed upon expiration of their terms.
The Board of Adjustment may:
Hear, decide and appeal that alleges error in an order, requirement, decision, or determination made by an administrative official in the enforcement of the subchapter noted in the Code of Ordinances or an ordinance adopted under subchapter of Article III, Sec. 42-49.
Hear and decide special exceptions to the terms of a zoning ordinance when the ordinance requires the board to do so.
Authorize in specific cases a variance from the terms of zoning ordinance if the variance is not contrary to the public interest and, due to special conditions, a literal enforcement of the ordinance would result in unnecessary hardship, and so that the spirit of the ordinance is observed and substantial justice is done.
Meetings of the Board of Adjustment are held on the call of the chairperson and at other times as determined by the Board. Meetings are held at City Hall and are open to the public. Regular meetings may be rescheduled and special meetings may be called by the City Secretary upon written request of the chairperson, the City Council or three members of the Commission.

The Celebration Committee is a nine member citizen panel. Committee members are appointed by the City Council and members whose terms have expired may be reappointed. The Committee is authorized to act as coordinator of civic, historic recognition and cultural promotional events sponsored or administered by the City.
Its duties include but are not limited to the following:
Scheduling events on an annual basis.
Maintain a historic record of all city events and activities.
Report requests from host groups which seek city sanction to the City Council.
Schedule and oversee all fundraising in the name of the city.
Publish and advertise city events in a manner which will promote the city and its citizens.
Act as the hosting group for the annual Christmas tree lighting ceremony and employees Christmas party.
Act as host group for special events assigned by the City Council.

The Parks/Clean City Commission is a seven member citizen panel, plus an ex-officio representative of the Code Enforcement Department. Commission members are appointed by the City Councilperson holding the same place number. Members whose terms have expired may be reappointed.
The duties of the Parks/Clean City Commission include but are not limited to the following:
Encourage the beautification of the community and usage of city parks.
Educate the public towards methods of changing behavioral patterns which result in litter and unclean conditions.
Promote and organize clean-up campaigns and beautification projects for medians, right-of-way, parks, city-owned property and residential neighborhoods. Work to improve city parks or recreational facilities.
Establish a program to recognize individuals and groups for outstanding accomplishments and/or contributions.
Officially contact prospective donors for various beautification projects
