The City of Forest Hill Finance Department implements and manages the financial polices for the City. Under the direction of the City Manager, it oversees auditing, accounting, budget, treasury and capital project programs.

Clifford W. Blackwell, III, is the City’s Finance Director. Cliff came to Forest Hill in August, 2008 from Kennedale where he held the same position. He has also worked for the City’s of Fort Worth and Watauga.
Blackwell received his BBA in Accounting from PrairieView A & M University and his MPA (Masters in Public Administration) from the University of North Texas. He is a Certified Government Finance Officer.
As Finance Director, he will specialize in budget preparation, financial reporting, and efficient practices. “I’m excited to be part of a team on the road to success and look forward to helping the city reach its goals,” says Blackwell.
This budget will raise more total property taxes than last year’s budget by $3,316 or 0.1%, and of that amount, $3,316 is tax revenue to be raised from new property
added to the tax roll this year.
