Welcome to the City of Forest Hill Police Department webpage. The department has become a leader in utilizing technological advances to reduce crime and make residents and businesses safer. Through various programs and events, our team of dedicated and highly trained men and women are driven to partner with our community to reduce crime and improve the quality of life for everyone.

Chief Rex Phelps manages and directs the administration and operations of the Forest Hill Police Department. The staff, based out of their command center on Forest Hill Drive, diligently works to make the City a safer one each and every day.
Rex Phelps is the former Operations Commander with the City of Keller. Our Chief of Police is a former Patrol Sergeant, Criminal Investigator, Undercover Narcotics Investigator, Patrol Officer and Deputy Sheriff. He has previously worked for the City of Colleyville and the Tarrant County Sheriff’s Office. Chief Phelps is a member of the International Association of Chiefs of Police.
Phelps holds a Masters of Business Administration degree from Columbia College as well as a Bachelors of Business Management degree from Le Tourneau University.
He is married with 3 children.

Preventing crime is one of the most important duties of the City of Forest Hill Police Officers. With the help of community and nationally based programs, our department strives to organize and educate our citizens about recognizing crime risks and reducing the chance of becoming a victim.
From city streets, to neighborhood playgrounds and the Internet, we hope to provide our residents the tools they need to, as McGruff the Crime Dog says, “Take a Bite Out of Crime.”

The Citizens Police Academy is a police department interactive program, designed to educate the public about its department policies, regulations, the criminal justice system, and ways to reduce crime. The program allows members of the Forest Hill Police Department and citizens of the community to meet, share ideas and information, and interact in a very positive and proactive setting. It is further hoped that the instruction will increase police awareness whereas to dispel suspicions and misconceptions and to increase community rapport through this educative process.
